Meeting Minutes – Hanson Town Hall
June 18, 2013

Members Present:         James Egan,  Donald Howard and David  Soper
Members Absent: Steve Amico, Richard Flynn
Others Present:         Interim Town Administrator Meredith Marini


I~      7:30 p.m.   Chairman Egan called the meeting to order and read the announcements and upcoming meeting schedule.


II      INTERIM TOWN ADMINISTRATORS REPORT – Mrs. Marini reported the following 

E-mail & Internet – The e-mail and internet service for all Town Departments has been down all day due damage to the fiber line.  We hope to be back in service in the morning.  If residents have been trying to contact departments via e-mail, please be call by phone.  

Town Administrator – The Board has a contract with the Ron San Angelo.  He is securing housing and hopes to be at work by July 29th.

Holiday Committee & Calvary Baptist Church Pre-4th of July Event – Will be held on Saturday, June 29th from 6:00 p.m. to 9:00 p.m. at the Town Hall Green.  The event will include a bon fire, bouncy houses, dunk tank, popcorn, cotton candy, WATD will provide music.

Monponsett Street Repair – Highway Surveyor Robert Brown reports that the repairs to Monponsett Street (Rt. 58) will commence at 6:30 a.m. tomorrow (Wednesday, June 19th).  The road will be open, but please expect delays. Mr. Brown was thanked for working with the Water Dept.  The Highway will also be working on Union Street and have been raising catch basins on High Street.

FEMA Meeting – Lisa Palmieri of FEMA conducted a “Kick Off” meeting with Mrs. Marini, Chief Thompson, Lt. Yakavonis and Robert Brown regarding the February Blizzard.  The Departments are gathering information for Federal Reimbursement.  Snow removal is not eligible.  However, overtime costs for services during the two days of the blizzard qualify.  FEMA reimburses for tree damage, removal, generator costs, equipment costs.  She thanked Chief Thompson for his thorough efficient work in gathering the information in order to expedite the process.  Reimburse will take several months.  

Abandon Building – Building Inspector Robert Curran has reports that there is an abandon property which is in tax title and it has been a public nuisance. He has received numerous calls from neighbors complaining about the property and kids vandalizing it.  The Building Code requires the Building Inspector to notify the owners to clean it up and make it safe.  Mr. Curran has sent several notices but owners haven’t responded.  Now that the property is in tax title Mr. Curran has personally gone to the property on three occasions to secure it.    Mr. Curran has gotten some quotes for boarding, clean and demo, but would like to meet with the Board to get direction.  To board up would be $1,200, board up, clean up outside and secure inside the barn is approx. $3,500.  Tear down is approx. 10,000 and would require bidding.  The Board requested that Mr. Curran attend the next meeting.

Assisted Living Facility – An e-mail invite has been sent from All American Assisted Living for a Hard Hat Tour on Thursday, June 27th at 3:00 pm.   Mr. Soper, Mr. Egan and Mr. Howard indicated they would attend.

Time off – Mrs. Marini reported that she will be off on Monday, June 24th and Friday, June 28th.  The office will be closed.


III     NEW BUSINESS


Set Meeting dates:  Mrs. Marini provided the Board with a memo recommending meeting dates for the second half of 2013.  The following meeting dates were Tuesday, July 2nd, 16th & 30th; Tuesday,    August 13th & 27th, Tuesday, Sept. 10th & 17th, Tuesday, Oct. 1st, Monday, Oct. 7th Town Meeting, Tuesday, Oct. 8th Town Meeting,  Tuesday, Oct. 22; Tuesday, November 5th & 19th; Tuesday, Dec 3rd and December 17th.

MOTION by Howard, second by Soper to approve the dates as presented.  Voted 3 - 0


SEMASS  Mrs. Marini indicated that she had met with the Cape Cod Commission which has requested communities who have received Town Meeting approval the sign the solid waste contract to authorize the signing of the Term Sheet which outline the terms of the contract.  The group is attempting to get a firm amount of tonnage for the overall contract.  Mrs. Marini explained that the tonnage is based on the aggregate of all participating communities.  The rates range from $71.50 for 50,000 or less  to $66.50 for 120,000 tons or greater.  She indicated that another vendor has made a proposal, however, the company is not yet in business and does not have its permits from DEP.  

MOTION by Howard, second by Soper to authorize the Interim Town Administrator  to sign the Term Sheet with SEMASS Partnership.  Voted  3 - 0

MOTION by Howard, second by Soper to approve as printed.  Voted  3 - 0
V       COMMITTEE REPORTS None heard

                
VI      EXECUTIVE SESSIONTo discuss the discipline or dismissal of, or complaints or charges brought against, a public officer, employee, staff member or individual.   Chairman Egan reported the Board would not be going into Executive Session as this time.
